Enable edit mode and assign that rule to any bar you want, in that menu go up to categories assigned > rules and find the rule you just added and make sure status is set to enabled. ArkInventory uses several methods to assign a default category to an item such as what professions you have, tooltip scanning, basic type/subtype and PeriodicTable.
